Background and context should not be the umbrella heading for Understand the collection, Institutional readiness and Stakeholder analysis. These four sections do all fall within the 'information gathering' stage of writing the business case, so could perhaps be grouped under a separate heading of 'Description of context' (or something along those lines). Background and context could be retitled 'External context' (the other pages are also concerned with contextual information, but this is mostly internal.

The amount of information practitioners will need to gather about their collections will depend on the focus of their business case.
