In ISO a new standard is developed, called DEPIP. This originally French national standard describes the “Data exchange protocol for interoperability and preservation. “. Interestingly this standard also suggests an extension to the OAIS Producer concept by distinguishing two types of Producers. The Originating Agency (who created the content) and the Transferring Agency (who is responsible for creating the SIP but might not be responsible for the content). The standard is related to OAIS, therefor if DEPIP will become an ISO standard, it would be good if the concept of Producer in OAIS will be extended too, in order to keep a coherent set of standards.<br />

Recently (march 2016) a liaison was agreed between ISO TC 20 Aircraft and space agencies and ISO TC 46 Information and Documentation. As we all know the OAIS standard was initiated by CCSDS and soon after publication also proposed to ISO to make it an international standard. This is why the OAIS standard is part of the ISO Technical Committee 20 Aircraft and space vehicles. The use of the OAIS standard is however not restricted to space agencies. Libraries and archives and other environments have adopted the OAIS standard. Their standards however can be found for example in the ISO Technical Committee TC 46 Information and Documentation. Recently a liaison was created between these two technical committees. In ISO terminology, this will “ include the exchange of basic documents, including new work item proposals and working drafts.” For everyone interested in the upcoming OAIS review, it will mean that representatives in TC46 will / should be updated about the events happening in TC 20 with respect to the review. <br />

Preservation Watch is a well-accepted concept now, first created during the European FP7 project PLANETS in a working group consisting of me and Paul Wheatley. As part of the Planets Functional Model it combines and extents the monitoring activities as mentioned in OAIS. As such it is a valuable contribution to a better description of the Preservation Planning Functional Entitiy and worthwhile considering to add this concept of Preservation Watch to the OAIS standard.<br />

Barbara, I think the “want to distinguish the ‘raw material’ received from the producer from the material that is being processed to become a SIP” is tricky. I think the OAIS authors would suggest that this is the SIP though of course we know that we’re collecting relevant metadata well before a deposit is received. I think the OAIS specifically identifies the three states SIP/DIP/AIP as covering everything, with the SIP exactly as deposited and then recording of all actions to create the AIP and DIP. But we also know that some organisations may receive sample data, or multiple submissions before the ‘deposit process’ is closed. Here at the UKDA we ‘declare’ the existence of a SIP once all relevant QA is complete, until that point we just have (potentially) multiple ‘deposits’ in the acquisition process.<br />

So I agree about Pre-Ingest, and I understand the idea of a PSP, but I’m not convinced that OAIS would ever consider an additional ‘object’ like that. I think that they’d suggest that any metadata you collect during the Pre-Ingest process becomes part of the AIP i.e. that you begin creating the AIP even before the SIP/deposit arrives.<br />

I agree about the ‘raw’ data stuff though, I’d particularly like to be able to request deposit of ‘versions’ of the data that have been used to support ‘pre-repository’ publications. We know that people might use our DOI’s for publications which are actually based on Pre-Repository (so pre-QA) versions of the data during the production process. We want to support this but also to distinguish these versions from our own ‘better’ (or at least different) version. One solution to this might be to offer pre-repository DOI minting to researchers and then to design the SIP to make sure we can receive multiple data versions. <br />

The OAIS standard published by both the Consultative Committee for Space Data Systems (CCSDS) and as ISO14721 has been highly influential in the development of digital preservation. As a reference model it provides a common basis for aligning disparate practice in diverse institutional settings. A range of standards have emerged around and related to OAIS including PREMIS (for preservation metadata), ISO16363 (for certification) and PAIMAS (for exchange between Producers and Archives).<br />

Since OAIS was initially proposed the digital preservation community has grown tremendously in absolute numbers and in diversity. OAIS adoption has expanded far beyond the space data community to include cultural heritage, research data centers, commerce, industry and government.<br />

The digital preservation community has a responsibility to keep the standard alive and relevant. The upcoming ISO review of the OAIS standard in 2017 offers a chance for a cooperative, transparent review process. It also creates an opportunity for further community building around OAIS and related initiatives. <br />

The OAIS standard published by both the Consultative Committee for Space Data Systems (CCSDS) and as ISO14721 has been highly influential in the development of digital preservation. As a reference model it provides a common basis for aligning disparate practice in diverse institutional settings. A range of standards have emerged around and related to OAIS including PREMIS (for preservation metadata), ISO16363 (for certification) and PAIMAS (for exchange between Producers and Archives).<br />

Since OAIS was initially proposed the digital preservation community has grown tremendously in absolute numbers and in diversity. OAIS adoption has expanded far beyond the space data community to include cultural heritage, research data centers, commerce, industry and government.<br />

The digital preservation community has a responsibility to keep the standard alive and relevant. The upcoming ISO review of the OAIS standard in 2017 offers a chance for a cooperative, transparent review process. It also creates an opportunity for further community building around OAIS and related initiatives. <br />

Can our community develop an information platform around these common vocabularies, concepts, functions, and standards to develop a common view on the state of digital curation and preservation and provide the basis for a contribution to the OAIS review?<br />
