Clarify where in model DIP design takes place

Where does DIP design take place in this model? Page 4-36 says ”The exact information contents of the SIP and DIP and their relationship to the corresponding AIP are dependent on the agreements between the Archive and its Producers and Consumers. The model for both of these packages is the same as for the Information Package shown in figure 4-13 both in mandatory content and the multiplicity of the associations among contained classes.” Assuming that DIP design takes place in the Develop Packaging Design & Migration Plans function, which "develops new Information Package designs" (page 4-15), there does not appear to be any mechanism in the text or diagrams that explicitly communicates DIP designs to the functional areas that require them, such as Generate DIP
